Victory Day was established on December 3, 2020, by the order of the Supreme Commander-in-Chief of the Armed Forces of Azerbaijan, President Ilham Aliyev. The date of November 8 was chosen to commemorate the liberation of the historically significant city of Shusha from Armenian occupation.
