The First Deputy Minister of Defense – Chief of the General Staff of the Azerbaijan Army, Colonel General Karim Valiyev and other officials of the Ministry attended military units stationed on the border with Armenia in Gadabay, Dashkasan and Kalbajar directions.
Report informs citing the Ministry of Defense that the Chief of the General Staff held meetings with servicemen in the units deployed in the mentioned directions, delivered the tasks set to the Azerbaijan Army by the President of the Republic of Azerbaijan, Supreme Commander-in-Chief of the Armed Forces Mr. Ilham Aliyev, and gave specific instructions regarding their implementation.
The organization of troops service and combat duty was inspected in the units stationed in the positions in high mountainous areas. It was reported that the service is conducted 24 hours a day in an intensive working mode according to the daily routine, combat duty is organized.
Colonel General Valiyev also inspected combat readiness of the artillery, engineering and commando military units. He heard the reports of the commanders regarding the daily activities of the units and the taken measures. It was noted that the assigned tasks are conducted based on the plan, special attention is paid to the organization and conduct of combat training measures in accordance with the requirements.
In the end, the Chief of General Staff watched training and exercises on combat readiness of one of the commando units, and set specific tasks for the command staff to further increase quality and intensity of exercises, as well as to improve the practical skills of the servicemen and develop the level of readiness.
According to the training plan for 2023 approved by the Defense Minister, training shooting carried out with the aviation equipment of the Azerbaijan Air Force, Report informs, citing the ministry.
Practical flights were conducted after the delivery of safety rules to the personnel.
After carrying out combat maneuvers along the specified routes, Su-25ML aircraft fired 250- and 500-kilogram smart air bombs at ground targets from a long distance.
In order to improve the combat training of military pilots, the assigned targets were destroyed from a long distance by precise air strikes.

AzerEnergy has rebuilt and put into operation 6 small hydroelectric power stations (HPS) in the Kalbajar district, Report informs.
According to information, the “Kalbajar-1” station with a capacity of 4.4 megawatts was put into use in 2022, the “Chirag-1” station with a capacity of 8.33 megawatts, “Chirag-2” with 3.6 megawatts, “Gamishli” with 6.33 megawatts, “Soyugbulag” with 5.3 megawatts, and “Meydan” with 3.4 megawatts were launched in 2023.
At present, 4 HPS (Ashagi Vang, Yukhari Vang, Nadirkhanli, and Zar) are under construction in Kalbajar and planned to be commissioned in 2024.
The summit of the UN Special Program for the Economies of Central Asia (SPECA) is also a message reflecting the unity of Turkic states from a political point of view, Fuad Huseynaliyev, Director of the Report News Agency said on Baku TV.
According to him, the SPECA summit has expanded and shifted from an economic to a political format.

However, let’s take into account that since SPECA is a purely economic association and is focused on economics, the development of the Middle Corridor will make a greater contribution to the economy and unity of these countries,” the head of the news agency said.
A protest rally against French colonialism was held in Noumea, the capital of New Caledonia, Report informs.

The participants of the protest rally, organized by the Kanak Socialist National Liberation Front, shouted slogans against the colonial policy of France and demanded independence.
The participants raised the flags of Azerbaijan, the UN, and New Caledonia.

We have arrived late at applying modern irrigation systems in agriculture, because the entire world has now put them to use. Azerbaijan has also been taking significant steps to catch up.
‘The drip irrigation method is no longer something new. The rainfall method is mainly employed in grain cultivation, as the drip irrigation is rather complicated to apply for growing grain. It is a method more suitable for row crops, such as corn. We have been successfully employing it for around 10-15 years.
But modern irrigation methods alone are not enough, we must also introduce fundamental changes in our water infrastructure. The water is mainly delivered through earth ditches. Say, there is a kilometre from source A to point B, which would take the water 15-20 minutes at most if delivered through concrete canals, whereas it takes us an entire week for the water to reach its destination point. And that is if we are lucky enough to have rapid waters…
30 to 50 tons of water suffice to drip irrigate a hectare of land. You might ask why it varies between 30 and 50. This depends on the quantity of perennial plants and fruit trees. This may vary between 300-400 to 800-1000 per hectare. More plants per field need more water. Thus, we get the number of up to 50 tons of water to irrigate a hectare. At the same time, bedropping a hectare of a grain field requires 1200-1500 cubic meters, that is 1,500 tons of water. When we divide 1,500 by 50, we see just how big the difference is. This is why it is crucial to consume water sparingly and efficiently.
Water control is at the lowest level. All steps within the irrigation system must be planned and scheduled. The mains leading to cultivated fields must be concreted depending on what cultures are to be irrigated. This will significantly shrink water loss, delivering water to thedestination shortly.’
– What is the reason for falling so behind in applying new irrigation methods?
‘We started them 10-15 years ago, because these modern irrigation systems used to be quite expensive in Azerbaijan. Drip irrigation for a hectare of land would cost up to 2-3 thousand USD. But now we can easily set it up for less than a thousand per hectare.
Secondly, people were not familiar with them. They thought they were good but had no idea just how good they were. Education is very important. For instance, our Agricultural Research Institute mainly meets the local demand for original elite seeds. We also work with other agencies within the Ministry of Agriculture to raise awareness among farmers. There are such issues of national and global importance that cannot be commissioned to voluntary work.
Government policy has seen substantial changes in the subsidy rules. For example, a farmer receives 200 manats as subsidy if they choose to cultivate plant A but will receive 1,000-2,000 if they employ the modern drip system for irrigation. The state is providing subsidies up to 8,000 manat from May this year to May 2024 for cultivating certain plants. This method is widely encouraged.
The Arab countries are some that suffer the most from water scarcity. But they have taken their measures and employed drip and other modern irrigation systems. They can meet the domestic food demand through their own production. They have been using the most innovative methods under the harshest conditions. Efficient methods can indeed produce great results.’
– Some experts insist that countries that suffer from water scarcity should cultivate less water-dependent cultures. What is your take on this? What direction could be interesting for Azerbaijan?
‘Firstly, there is no other plant that can replace wheat both in and outside Azerbaijan. Maybe there will be one in 50 to 100 years, but it seems unrealistic for now. This does not, however, mean that we are not working on this. Our scientific research in grain cultivation back in the ‘80s mainly focused on developing high-yield, disease-resistant intensive grain varieties. After the ‘80s, the Agricultural Research Institute has been working on developing salt- and drought resistant varieties with state support. We have achieved barley and wheat specimen resistant to both through research in the last 20 years. 11 barley varieties cultivated at the Agricultural Research Institute have been state registered, which translates to state permission to plant and cultivate them throughout the country.
If you plant one of those, take ‘Karabakh-22’, in terrains with a salt content of 0.4-0.7% such as Ujar, Kurdamir, Hajigabul or Salyan, you will yield 4-5 centners more compared to other varieties. This means additional 500 kg of yield a hectare, because ‘Karabakh-22’ is the result of our research for developing salt-resistant crops. It is included in the state register and is cultivated on around a hundred thousand hectares of land throughout the country. No one can dictate what crop to plant to a farmer. They make the ultimate choice. They might try different varieties from year to year, see which ones produce the highest yield and plan accordingly.
Another drought-resistant variety is the ‘Jalilabad-19’ barley. We do not imply the perfect resistance. But if a drought-tolerant variety boosts production even by 15-20%, sometimes 30, this already is a success.
Another wheat variety is the ‘Gobustan’. The late Jalal Aliyev used to lead that project. Most farmers prefer to cultivate the ‘Gobustan’ variety on non-irrigated lands, because we can at least cover the costs while growing it.
We also have crops that produce the highest yields when irrigated, through pivot irrigation, for example. This system is operated through special technical devices programmed on a computer.’
– What about plants apart from wheat and barley, untraditional for Azerbaijan?
‘We have had some advancements, such as the state support for cultivators of millet and rice, which is included in the program for 2023-2024. Rice is rather water demanding, but it also reduces the dependence on grain to some extent. We do not consume bread with rice, to say the very least. It could replace a portion of wheat cultivation.
The most famous ‘feeds’ in animal husbandry are barley and corn. But we also need alfalfa, and a forage plant that is called the deer-alfa. It is popular in other countries and has been brought to Azerbaijan, yielding 40-50, at times even 80 tons of green mass per hectare. The cattle love feeding on it. It also plays a great role in boosting milk production and cattle weight. There are alternative fodder crops, as well.’
– What advantages might desalinating sea water and employing it in agriculture have?
‘We have been working on it, true, but I do not believe it will produce successful results. Desalinating a litre costs 2.5 USD, around 5 manats. This is the price for one litre only. Traditional irrigation requires 1,500 tons of water per hectare, which means 3,000 dollars. You must also multiply that by 4, because you need to water the crops at least 3-4 time if you are expecting a good harvest. Watering it three times comes up to 9-10 thousand USD. I am not even going into other costs, such as the fertilizers and seeds. How much would a kilo of bread cost then?
And this is the reality not only in Azerbaijan. The entire world would not be able to shoulder this burden.’

The West, led by the US, doesn’t want to accept the new reality in the South Caucasus, and its main goal is to oust Russia not only from Armenia, but also from the entire region, Director of Report News Agency Fuad Huseynaliyev said in an interview with ARB 24 TV channel.
Speaking about the possibilities of influence of the West, including the US, in the South Caucasus, the head of the news agency noted that the US intends to pursue a policy of ousting Russia from the region: “The negotiations held by the United States on the supply of grain, military equipment and nuclear energy to Armenia for the Metsamor nuclear power plant serve this goal. A similar policy was actually pursued by France. Subsequently, this policy was continued by the European Union, and now by the United States. From now on, Azerbaijan won’t be present on peace platforms where the EU and the US are.”
Huseynaliyev noted that Western pressure on Armenia is delaying the signing of the peace treaty: “Azerbaijan has established its sovereignty over its entire territory. There are no controversial issues left. As for the Zangazur Corridor, serious work is currently underway to open the road based on an agreement with Iran. Azerbaijan has no territorial claims to Armenia. Taking all this into account, it is safe to say that Nikol Pashinyan, without any reason, makes groundless statements against Azerbaijan, creates artificial obstacles to the signing of a peace treaty.”
The director added that the West acts as the patron of Armenia, which puts it in the position of countries such as Ukraine and Syria: “The statehood of Armenia is in big question.”

“False stories are circulated by biased media platforms to mislead public opinion and manipulate international law. Even more dangerous are cases of abuse of moral values for the purpose of manipulation.
“As a result of 30 years of Armenia’s aggression against Azerbaijan, our territories were occupied, nearly one million of our compatriots were displaced from their ancestral homes, more than 300 cities and villages were destroyed, and our religious and cultural heritage was destroyed. Sixty-five out of 67 mosques in our occupied lands were destroyed.
“I would like to note with regret that the four resolutions adopted by the UN Security Council in 1993 remained on paper for 27 years. In 2020, Azerbaijan freed its lands from occupation in the 44-day Patriotic War. In September of this year, by carrying out an anti-terror operation, we completely restored our sovereignty by ending the existence of the remnants of the Armenian armed forces and separatism.
“At the end of my address, I would like to emphasize that even in the most difficult moments, humanity should not lose its sense of compassion. Therefore, I once again express my deep gratitude to Mrs. Erdogan for organizing this important event.”
“France’s biased and pro-Armenian stance on the relations between Azerbaijan and Armenia causes discontent and concern in the Azerbaijani public and the country’s journalistic community. It is only natural that this discontent manifests itself in various media publications and social network profiles of individual people,” said a statement issued by the Press Council, Report informs.
“Unfortunately, certain media outlets of the world add a special touch to the issue by giving irrelevant content to the Azerbaijani society’s rightful protests against France’s lop-sided and biased position, targeting the state of Azerbaijan and attempting to create a negative international opinion against our republic as a whole. The circulation of the latest publication by France’s anti-disinformation group in the Western media is also indicative of this kind of malicious intent,” it added.
The statement underlined that according to Reuters, the mentioned group has identified an Azerbaijani among those in favor of boycotting the Olympic Games due to be held in Paris in 2024:
“That person condemned France on his profile on a social network and said that it is unacceptable for the Olympic Games to be held in a country where human rights are being violated. Against the backdrop of growing dissatisfaction with France’s policy on a global scale, it is incomprehensible why this organization prefers to focus only on Azerbaijan, which is an indication of an extremely simplistic approach.
“First of all, everyone has the right to freely express their opinions on social networks. Secondly, in the current era of globalization, it is not people’s and nation’s issues but those of the individual, including the dissemination of user thoughts and views, that are relevant on social networks. If there is anything that runs counter to the rules in such opinions, it is the exclusive right of social networks to investigate and take appropriate action. Thirdly, the attempt to associate the views shared by an ordinary social network user with a state, in this case with the state of Azerbaijan, is a very unprofessional and simplistic approach. This is further evidence of the fact that the French organization in question is also a tool of biased propaganda against our country.
“It is also worth mentioning that it is already clear to everyone that the driving force behind the continuous and consistent campaign of the French media, which is conducting a biased and ugly campaign against Azerbaijan, is the French state. The country’s influential media outlets do not even conceal that they receive such instructions from the Elysee Palace. It seems obvious that by taking such steps, the French state is trying to overshadow its failures in domestic and foreign policies, xenophobia and anti-Semitic trends prevailing in the country, the increasingly strong manifestations of racism, the increase in human rights violations, as well as the consequences of its neo-colonialist policy. France, which is fueling, financing, and arming Armenian adventurism in the South Caucasus, probably thinks that it is dressing up its activities in the guise of globalism, but is actually transferring the policy of neo-colonialism to yet another region and creating new sources of conflict there. Therefore, the targeting of Azerbaijan and the promotion of biased views about our country in various media outlets create an extremely poor image of the French state.
“The Press Council of Azerbaijan strongly condemns such negative tendencies and calls on the world media to refrain from participating in the propaganda campaign against Azerbaijan, remain sensitive, refrain from disseminating disinformation about Azerbaijan, circulate inaccurate and unconfirmed issues, and pay attention to the real truth.”
