Although a peace treaty with Armenia has not yet been signed, peace has been established de facto in the region, Azerbaijan’s Security Council Secretary Ramil Usubov wrote in his article published in the newspaper “Azerbaijan,” Report informs.

Usubov noted that threats to national security had been eliminated: “The Azerbaijani people now discuss Karabakh as a zone of large-scale construction under stable security conditions, carrying out works of global significance. The Azerbaijani phenomenon has become the main regulating factor in ensuring peace, cooperation, and security in the region. The realities created by victory have actualized new approaches and modern challenges for the entire Caucasus and Eurasia in various spheres.”
